At The Tipton Law Firm we enjoy an extensive practice in gaming law.  Gaming in Colorado is an extremely diverse industry that includes casino gaming, horse, dog and harness racing and the Colorado Lottery.  All of these industries are regulated by divisions of the Colorado Department of Revenue.

Mr. Tipton has been involved in the legal, operational, academic and regulatory aspects of gaming for two decades.  He is the former Executive Director of the Colorado Department of Revenue where he was responsible for drafting the casino gaming legislation in Colorado, creating and directing the Colorado Division of Gaming and Colorado Limited Gaming Commission. He also has extensive experience related to gaming on Native American lands. While a member of the governor of Colorado’s cabinet he negotiated the two class III gaming compacts for the state of Colorado with the Ute Mountain Ute and Southern Ute Indian Tribes.

Mr. Tipton was also responsible for implementing the on line aspects of the Colorado Lottery regulating the lottery in Colorado and directing the Colorado Lottery Division.  In addition he was responsible for regulating the Colorado racing industry through the Colorado Racing Division. 

Following his tenure as a member of the governor’s cabinet, Mr. Tipton was general counsel and chief executive officer of several international casino gaming companies.  He is currently an adjunct professor of law, teaching gaming law, at the University of Denver, Sturm College of Law. 

The Tipton Law Firm represents a variety of domestic and international companies and individuals involved in the casino gaming industry, lottery industry and racing industry.  The firm provides legal advice for the structuring of businesses in the gaming industry both domestically and on an international basis.  It also has an active regulatory and licensing practice as well as significant experience in the legal and business aspects of providing financing alternatives to the industry.  The firm also works with its gaming clients on feasibility studies and competitive bidding for gaming projects.

Mr. Tipton has also served as an expert witness regarding various gaming regulatory and business disputes.
